PM turned on

I need to use PM so I can message someone on the forum regarding sharing picks. It seems a mod has to manually turn PM on for each person on this site, is that the case?

That's fine I guess. Is there some specific criteria I need to meet or is just whenever a mod decides I'm not an adbot or whatever?
